Here was the solution:
After re-encrypting the drive with BitLocker nothing changed. It worked the same as before with my ID but not the other person’s ID. I was able to copy the entire C:\users\%username%\Appdata\Roaming\Adobe from my profile to the new profile and then it worked. Even though both IDs are Admins on the machine, something with my ID is a little different. So once we copied the folders from my profile to his, it worked.
