“  Although my Hosts file was empty, I found an old 134KB hosts.bak file that was locked on Read-only and Hidden.

I used FileASSASSIN program (on the More Tools tab) in Malwarebytes’ Anti-Malware to delete it, no reboot needed.

Perhaps it would work to delete your Hosts file and then you could start fresh. “
